    USGS Mendenhall Postdoctoral
    Research Fellowship Program
    (Fiscal Year 2010)


    The U.S. Geological Survey (USGS) invites applications for the Mendenhall Postdoctoral Research Fellowship Program for FY 2010. The Mendenhall Program provides opportunities to conduct research in association with selected members of the USGS professional staff. Through this Program the USGS will acquire current expertise in science to assist in implementation of the science strategy of its programs. FY 2010 begins in October 2009.

    Opportunities for research are available in a wide range of topics including: climate change research; shale gas systems; karst geomorphology and hydrology; properties and dynamics of permafrost; coastal change; tsunami hazard; environmental effects of mineral mining; applications of airborne gravity gradient measurements; in situ oil shale retorting; landscape change; assessment of earthquake hazard and impact; fluid and heat transport in hydrothermal systems; carbon sequestration by marine processes; applied remote sensing; preferential flow in the unsaturated zone; urban hazards; development of joint inverse methods; risk and vulnerability of communities to natural hazards; dynamics of volcanic tephra plumes; valuating landscape and ecological services; in situ chemical oxidation in contaminated aquifers.

    The postdoctoral fellowships are 2-year appointments with competitive salary and benefits. The closing date for applications is November 12, 2008.     NASA announces a call for graduate fellowship proposals to the NASA Earth and
    Space Science Fellowship (NESSF) program for the 2009-2010 academic year.
    This call for fellowship proposals solicits applications from accredited U.S.
    universities on behalf of individuals pursuing Master of Science (M.Sc.) or
    Doctoral (Ph.D.) degrees in Earth and space sciences, or related disciplines.
    The purpose of NESSF is to ensure continued training of a highly qualified
    workforce in disciplines needed to achieve NASA's scientific goals. Awards
    resulting from the competitive selection will be made in the form of training
    grants to the respective universities.

    The DEADLINE for NEW applications is February 3, 2009, and the DEADLINE for
    RENEWAL applications is March 16, 2009.

    Earth Science fellowships. The basic and applied research in the Earth Science Division is organized by six interdisciplinary Science Focus Areas:



    1. Climate Variability and Change – Understand the role of oceans, atmosphere, and ice in the climate system and in improving predictive capability for its future evolution.

    2. Atmospheric Composition – Understand and improve predictive capability for changes in the ozone layer, climate forcing, and air quality associated with changes in atmospheric composition.

    3. Carbon Cycle and Ecosystems – Quantify global land cover change and terrestrial and marine productivity, and improve carbon cycle and ecosystem models and our understanding of biodiversity.

    4. Water and Energy Cycle – Quantify the key reservoirs and fluxes in the global water cycle and improve models of water cycle change and fresh water availability.

    5. Weather – Enable improved predictive capability for weather and extreme weather events.

    6. Earth Surface and Interior – Characterize and understand Earth surface changes and variability of the Earth’s gravitational and magnetic fields.

    The Geospatial Information & Technology Association (GITA) is a nonprofit educational association serving the global geospatial community. The purpose of this scholarship program is to encourage and reward current graduate and undergraduate students studying in fields related to geospatial information technology.

    2009 IREX/WWC Regional Policy Symposium:

    Prospects and Challenges for the First Post-Communist Generation: Young People Today in Eurasia and Eastern Europe

    Application DEADLINE: December 1, 2008

    IREX (The International Research & Exchanges Board)-in collaboration with the Woodrow Wilson International Center for Scholars' Kennan Institute (WWC)-will be administering a research symposium this spring that will examine issues concerning youth in Eurasia and Eastern Europe from multi-disciplinary perspectives. The research symposium, supported by the United States Department of State (Title VIII Program), will bring American junior and senior scholars and members of the policy community together to study and discuss timely topics as they relate to youth in these regions. Possible topics may include: economic trends; political parties; education reform; public health; reproductive trends; trafficking and other cross-border criminal activity; and other related topics. Junior scholars will be chosen based on a national competition to present their current research on the topic of the Symposium. Grants will be awarded to approximately ten junior scholars.

    The Symposium is scheduled to take place in early April 2009 in the Washington, DC, metropolitan area and will involve two full days of reviews of current research projects, roundtable discussions, and the development of policy recommendations.

    Technical Eligibility Requirements:

    * Applicants must be US citizens or permanent residents of the United States who are currently residing in the US.

    * Applicants must either be currently enrolled in an MA, MS, MBA, JD, or PhD program or have held a graduate degree for 10 years or less. Applicants who hold an academic post must be pre-tenure.

    Grant Provisions:

    The Rutgers University New Jersey Agricultural Experiment Station’s Office of Continuing Professional Education, in conjunction with the New Jersey Department of Environmental Protection, seeks to fill a technical assistance position in the field of Endangered and Threatened Species. This position requires a 35 hour work week, and will last approximately five (5) months.

    Endangered and Threatened Species – Consulting Botanist/Plant Ecologist (FWPA, CAFRA and Highlands)

    Under the supervision of a research scientist, the successful candidate's primary responsibilities will include review of applications to the Land Use Regulation Program to determine the presence or absence of endangered or threatened plant species, their suitable habitat, or rare or unique ecological communities and ensure compliance with the habitat protection clauses of the Freshwater Wetlands Protection Act (FWPA), Coastal Area Facility Review Act (CAFRA), and the Highlands Preservation Act. Secondary responsibilities will include working with the NJ Natural Heritage Program to collect and catalogue information on rare flora and ecological communities within regulated zones and statewide. This process will require both office and fieldwork.

    Duties will include:

    1. The review of freshwater wetland Letter of Interpretation (LOI) and Highlands Resource Area Determination (HRAD) applications to determine presence or absence of occurrences or suitable habitat for endangered, threatened, rare plant species, the presence or absence or unique or rare ecological communities and/or the presence or absence of exceptional resource value wetlands. Coordinates with other state and/or federal agencies on these determinations as required.

    2. The review of CAFRA applications to determine compliance of proposed development projects with endangered or threatened plant species habitat protection criteria. Coordinates with other state and/or federal agencies on these determinations as required.

    3. The review of permit applications under the FWPA and the Flood Hazard Area Control Act to determine project compliance with habitat protection standards provided under these laws. Coordinates with other state and/or federal agencies on these determinations as required.

    4. In conjunction with Deputy Attorney Generals, prepares associated documentation and provides expert testimony to support Program determinations on endangered or threatened species habitat suitability or impact assessments.

    5. Conducts reference material reviews, prepares written documents and conducts field investigations and plant species and ecological community surveys as necessary to support Program regulatory decisions.

    6. Conducts independent research and analysis with the purpose of obtaining information on rare plant species and ecological communities that will improve the scientific basis for Program regulatory decisions.

    All applications require a Masters of Science degree in botany, plant ecology or related environmental field. Proven experience in plant taxonomy or plant ecology may substitute for advanced degree. Knowledge of the flora of New Jersey, particularly rare plants and their habitats, is essential. Experience in identifying and describing ecological communities is desired. Applicant should be proficient in evaluating scientific material and assessing environmental impact statements, as well as defending regulatory decisions in public forums. Working knowledge of computer database and mapping systems such as Access, ArcView Geographic Information System, or willingness to be trained in such applications.

    Check out the USAID and State websites for openings and USA jobs. They are recruiting through a Development Leadership Initiative--mostly junior level but perhaps eventually at mid level too. This is the biggest recruitment USAID has done - maybe ever, other than when it opened its doors or for Vietnam. The aim is to double the foreign service by 2012. They will also be recruiting what are called Civilian Response Corps - people who will be willing to deploy within 48 hours to places that are not necessarily secure for 3-6 months. This is a USG-wide initiative. Those recruited will be a mixture of direct hires on limited term appointments - which apparently means one to four year agreements and some will be FSOs (Foreign Service Officers).

    Two PhD students sought at University of Michigan (SLUCE project)

    The School of Natural Resources and Environment (SNRE) at the University of Michigan
    is seeking applications from qualified, motivated, prospective PhD students to work
    on dissertation research related to the SLUCE II project (Spatial Land Use Change and
    Ecological Effects.) This is a collaborative, interdisciplinary research project
    involving six faculty members in the area of coupled human-natural systems.

    The project links agent-based modeling of human behaviors driving land use / land cover
    change (LULCC), preferences for vegetation cover and vegetation management, landmarket modeling, field work, remote sensing, and ecosystem modeling of landscape
    carbon balance in low-density human-dominated landscapes (suburban and exurban
    residential landscapes).

    The project uses 13 townships in southeastern Michigan as a model system and seeks to
    explore thresholds in land use / land cover change and landscape carbon balance that
    could potentially be altered with policy levers. Two new PhD student positions are available,
    one working with Prof. Dan Brown and the other with Assoc. Prof. Bill Currie. Both students
    will work in the broad areas of geographic information science, and use / land cover change, coupled human-natural systems, modeling, and landscape carbon balance.

    The student working closely with Dr. Brown will focus more directly on understanding
    and modeling patterns and drivers of LULCC, especially with agent-based modeling,
    while the student working closely with Dr. Currie will focus more directly on measuring
    and modeling vegetation management and landscape carbon balance.

    NASA-sponsored Graduate Student opportunities at Montclair State University

    The project entitled A new approach for mapping woody plants in the southwestern United States using NASA Earth Observing System Data was recently selected for funding by NASA.

    We are looking for two exceptional graduate students to work on this project during two summer months over three years (2008-2010). The work will involve expansion of a data base of validation data derived from hyperspatial remote sensing imagery from the IKONOS and QuickBird satellites, plus data from the SWReGAP data base and other sources. Applicants should ideally have an interest in ecological applications of remote sensing and a good working knowledge of GIS and image processing software and techniques (ERDAS Imagine/ENVI, ArcView/ArcGIS). Computer programming skills (C, Fortran, IDL, MatLab) and experience working under the Unix operating system are also desirable.

    Applications Invited for National Geographic Society/Waitt Grants Program

    DEADLINE: Rolling

    National Geographic ( nationalgeographic.com ) provides
    funding to support critical scientific research, geographic ex-
    ploration, and environmental and cultural conservation worldwide.

    The National Geographic Society/Waitt Grants Program funds proj-
    ects that require venture capital, supporting exceptional proj-
    ects while foregoing a time-consuming peer-review process. NGS/
    Waitt grants are designed to fund "proof of concept" research for
    applicants at an earlier stage in their careers than other NGS
    grant programs. Special emphasis is placed on expedited grant
    processing and turnaround. The selection committee endeavors to
    have funding decisions made within eight weeks of application
    submission.

    Funding is not restricted to United States citizens. Applicants
    planning work in foreign countries should include at least one
    local collaborator as part of their research teams. The selec-
    tion committee will not consider applications seeking support
    solely for laboratory work or archival research. This grant prog-
    ram does not pay educational tuition, nor does it offer scholar-
    ships or fellowships of any kind.

    Applicants are not required to have advanced degrees to be eli-
    gible for funding, though they will be required to show a com-
    mensurate level of expertise and experience. Applicants must have
    an affiliation with an educational organization or other
    institution.

    National Geographic Society/Waitt grants are awarded on a rolling
    basis and range from U.S. $5,000 to $15,000 each. Approximately a
    hundred grants are made each year.

    Grant recipients are expected to provide the National Geographic
    Society with rights of first refusal for popular publication of
    their findings.
